New Zealand is strengthening its reputation as a sought-after destination for international students, with leaders and educators highlighting the benefits of a balanced approach to growth. During the NZIEC KI TUA conference in Wellington on 6–7 August, experts discussed the promising outlook of the country’s international education sector, emphasising the positive impact of a well-paced expansion.
Strong recovery post-pandemic
The conference celebrated the significant progress made in recovering student numbers following the difficulties posed by the COVID-19 pandemic. In 2023, New Zealand’s international education sector saw a remarkable rebound, with student enrolments increasing by 67% compared to the previous year, reaching a total of 69,135 students across various educational sectors based on the figures released by Education New Zealand (ENZ). While this number is still below the pre-pandemic peak of 115,705 in 2019—but now at 60% of those levels—it reflects the country’s successful strategy in navigating global challenges. “This rebound in enrolments is a testament to the appeal and resilience of New Zealand’s educational offerings,” noted a key speaker at the event.
Enriching educational experience
Participants at the conference also highlighted the broader value of international education beyond its economic contributions. The presence of students from diverse backgrounds enriches the learning experience for all, fostering global connections and cross-cultural understanding. “It’s about more than just numbers—international students bring new perspectives and opportunities for both our local and overseas students,” said a representative from the education sector.
Sector-specific growth fuels optimism
Universities and schools in New Zealand have shown exceptional growth. Universities enrolled 29,065 international students, achieving 86% of their pre-pandemic enrolment levels in 2019. English language schools saw the highest percentage growth, with enrolments soaring by 511%, while the school sector expanded by 138%. These numbers reflect the increasing appeal of New Zealand as a destination for quality education. Linda Sissons, Acting Chief Executive of ENZ, highlighted, “Over 69,000 enrolments from international students all over the world is good news for our education sector and positive for our communities.”
Sustainable growth and emerging markets
As New Zealand looks to the future, there is a focus on sustainable growth. Leaders at the event discussed the importance of carefully managing the increase in international student numbers. By ensuring that quality education and support services remain at the forefront, the country aims to sustain its position as a globally recognised hub for education.
Emerging markets, including Japan, South Korea, Thailand, the United States and Germany, have shown renewed interest in New Zealand’s education offerings, while China and India remain the largest contributors to the international student population. Additionally, countries like the Philippines are becoming key sources of students in applied learning fields, reflecting the broadening appeal of New Zealand’s educational institutions.

Speakers encouraged stakeholders to explore new markets and continue sharing New Zealand’s appeal as a leading destination for international students. With a focus on long-term strategies, the country is committed to further diversifying its student base. “It confirms that New Zealand is an attractive place to study, offering a quality learning experience inside and outside the classroom in a safe, welcoming environment,” Sissons noted.
